Spiegazione
Prima ancora di essere una teoria organizzativa, l’O.S.L. rappresenta una vera e propria filosofia del lavoro, che non a caso TAYLOR definisce one best way, con un suo preciso postulato: ogni problema ha sempre e soltanto una sola soluzione ottimale che può essere per l’appunto individuata con l’ausilio del metodo scientifico (è del tutto evidente lo spirito positivista di TAYLOR, la sua illimitata fiducia nella scienza come “chiave” per risolvere piccoli e grandi problemi).
L'O.S.L. nasce come teoria all’inizio del XX secolo, allorquando lo sviluppo del sistema di produzione capitalistico entra in una nuova fase e matura la necessità di avviare un radicale processo di razionalizzazione produttiva.
Tra i punti chiave della O.S.L. vanno ricordati la determinazione scientifica dei metodi di lavoro, della selezione e dell’addestramento dei lavoratori; la definizione dei tempi standard necessari ad effettuare ciascuna singola fase del processo lavorativo (con il taylorismo nasce anche l’ufficio Misurazione dei Tempi e dei Metodi); la ridefinizione dei compiti della direzione e il suo addestramento; la rigida separazione tra attività di programmazione, di esclusiva competenza della direzione, e attività di esecuzione; la parcellizzazione – frantumazione della prestazione lavorativa; l’introduzione della retribuzione a cottimo sulla base di tabelle stabilite a partire dai tempi standard rilevati per l’effettuazione di ciascuna mansione.
Con l’avvento della O.S.L. il modo di lavorare é insomma oggetto di un mutamento radicale. Il lavoro umano e quello delle macchine viene monitorato in tutte le sue fasi e la razionalizzazione dei metodi di lavoro determina un costante riadeguamento dei tempi necessari per portare a termine ogni singola operazione.
Ogni nuova attività viene preceduta da una fase di sperimentazione che coinvolge squadre pilota formate da operai particolare provetti e ha lo scopo di scomporre le singole fasi e movimenti ed eliminare quelle superflue; ricomporre la mansione stabilendo i movimenti da fare e le tecnologie (macchine, attrezzi, utensili) da utilizzare; fissare il tempo teorico di effettuazione di quella determinata fase lavorativa e cercare di migliorarlo; verificare la effettiva possibilità di svolgere quel determinato lavoro in quel determinato tempo; definire le procedure necessarie a fare in modo che altre squadre di operai possano effettuare quel lavoro nei tempi stabiliti sulla base di una applicazione sistematica del procedimento lavorativo già impostato dalla direzione attraverso la sperimentazione. Il processo lavorativo diventa così largamente prevedibile e sempre passibile di ulteriori miglioramenti e il processo di razionalizzazione della fabbrica può ritenersi finalmente realizzato.
Con una teoria così fortemente strutturata passare dalla teoria alla pratica non è affatto agevole (non a caso la vera affermazione su larga scala delle nuove idee si avrà solo col FORDISMO) e lo stesso TAYLOR ne è in vario modo consapevole, come dimostra la sua insistenza sulla necessità che ciascuna azienda si doti di una direzione all’altezza dei nuovi compiti, in grado da un lato di valutare le specifiche capacità di ciascun operaio (gli operai non sono tutti uguali; quelli di prima categoria sono più capaci di svolgere lavori specializzati rispetto a quelli comuni o generici) e di assegnare loro mansioni corrispondenti alle effettive abilità e dall’altro di istaurare buoni rapporti con tutto il personale, gli operai in primo luogo, e di favorire un continuo processo di miglioramento della produttività aziendale (per quanto il processo di disumanizzazione e di ALIENAZIONE del lavoro che ha accompagnato l’affermazione dell’O.S.L. rappresenti un dato di fatto difficilmente confutabile, esso va in qualche modo storicizzato, riferito cioé a quelle che erano le condizioni precedenti; da questa prospettiva, l’idea che TAYLOR sia stato un riformatore piuttosto che uno scientifico sfruttatore del lavoro operaio ha più di una ragione di essere).
Anche nei confronti dei dirigenti l’O.S.L. è assai poco indulgente e ciò dice probabilmente qualcosa di significativo circa lo scarso numero di dirigenti dotati di ottime capacità dirigenziali. Anche per loro il rimedio proposto é dunque quello classico: affidare i compiti di direzione a pochi superselezionati, ottimi dirigenti, restringere l'autonomia decisionale di tutti gli altri, che avranno responsabilità in campi molto ben delimitati e che conoscono bene e saranno obbligati, nel lavoro quotidiano, a rispettare e seguire regole e procedure predeterminate.
